Influencer Sponsorship Tax in Pakistan 2026: FBR Rules

Published on October 29, 2026

 Influencer Sponsorship Tax

Introduction

Brand deals now pay many Pakistani creators more than platform payouts do, and in 2026 the Federal Board of Revenue (FBR) changed how that money is treated. Finance Act 2026 added a 5% withholding tax on platform revenue from 1 July 2026. In September 2026 FBR then notified a special procedure that expressly covers sponsorship income, payments in kind and quarterly advance tax.

The difficulty is that several rules now apply at once. A platform payout, a Pakistani brand's invoice, a foreign sponsor's bank transfer and a free phone are each handled differently. This guide separates them, so you know what is deducted, what you must declare and when.

It covers local and foreign sponsorships, barter and gifts, expenses, advance tax, return filing, deadlines and records, with clearly labelled hypothetical examples. Our existing guide on section 154B tax on YouTube and TikTok payouts deals with platform revenue; this one focuses on brand-deal income.

Quick Answer

Yes. Sponsorship income is taxable in Pakistan. Under FBR's special procedure notified on 23 September 2026, resident creators must treat cash and in-kind brand-deal remuneration as income, pay advance tax quarterly, and declare it in a dedicated return section. Local brands may also withhold tax under section 153, and expenses are capped at 30% of revenue.

  • Residents face no audience threshold; non-residents are caught above 50,000 users a year or 12,250 a quarter.
  • Income is the higher of actual remuneration (cash or kind) or FBR's views-based figure of Rs 195 per 1,000 YouTube views, less expenses capped at 30% of revenue.
  • A Pakistani company paying you may deduct tax under section 153; a foreign sponsor's payment is handled through the bank under a different section.
  • Tax Year 2026 returns are due by 31 October 2026 for taxpayers whose deadline was 30 September.

Which Tax Rules Apply to Influencer Sponsorship Income in Pakistan?

No single section governs a brand deal. The rule that applies depends on who pays you, how they pay and in what form. The table below sets out the position as at 29 October 2026.

Type of incomeMain rule
Platform payouts (YouTube, TikTok, Meta and similar)Section 154B, Income Tax Ordinance 2001
Fee from a Pakistani brand or agencySection 153(1)(b)
Fee from a foreign sponsorSection 154A or section 154B (treatment unsettled)
Products, trips or services received instead of cashSpecial procedure under section 99C (SRO 1641)
All remunerative content, for a resident creatorSRO 1641, Chapter IIA of the Income Tax Rules 2002

Some press reports describe a flat 5% on platform payouts regardless of ATL status. This guide follows FBR's published Tax Year 2027 withholding rate card, which shows the ATL split.

Two points hold across every row. Tax deducted at source is generally credited against your liability, but it does not replace declaring the income. And your ATL status changes the rate on most deductions, so check it before you sign a deal. Our guide to FBR withholding tax rates for 2026-27 lists the full chart, and our walkthrough on checking the Active Taxpayer List shows how to confirm your status.

Is Brand-Deal Income Taxable, and Who Has to Comply?

Yes. The special procedure notified on 23 September 2026 (SROs 1640, 1641 and 1642) covers “remunerative social media content”, which it defines to include “advertising, sponsorship or other monetisation revenue”. The remuneration counts whatever form it takes, so a cash fee, a free product and a hotel stay given in return for a post are all caught.

Residents

Resident creators fall under SRO 1641. It sets no audience threshold, so a single small brand deal is enough to bring you within it. Residence is decided under the Income Tax Ordinance 2001, which you can read on Pakistan Code; in general, an individual who spends 183 days or more in Pakistan in a tax year is a resident for that year.

Non-residents

Non-resident creators fall under SRO 1642, which applies above 50,000 users a year or 12,250 a quarter, as reported by Business Recorder. Check the notified text for how users are counted. Our guides on becoming a non-resident taxpayer and tax rules for overseas Pakistanis explain the status test.

Do you need an NTN if you earn only a little?

Because the procedure has no threshold for residents, our view is that any resident creator earning from brand deals should register and file. Registering as a taxpayer is also what puts you on the ATL, which lowers the rate deducted from your payments. See our guide to NTN registration for freelancers for the steps, or our broader income tax return guide for YouTubers if your channel is your main income.

How Does FBR's Special Procedure Calculate Your Sponsorship Income?

The “higher of” rule

Under SRO 1641, your total remuneration is the higher of two figures: a formula amount based on audience views, and the remuneration you actually received in cash or kind. The formula currently uses Rs 195 per 1,000 YouTube views, a figure FBR can revise. Reports of a draft that would apply a views-based formula to all platforms are unverified, so watch for the final text rather than relying on them.

You then deduct expenses, but only up to 30% of total revenue. You pay advance tax quarterly under section 147 and declare the income in a special part of your annual return.

A worked example (hypothetical)

The figures below are invented to show the mechanics. They are not FBR figures and not advice on any real creator.

StepAmount (Rs)
Formula figure: 2,000,000 views, so 2,000 × Rs 195390,000
Actual remuneration: sponsorship fees 1,500,000, products received 150,000, platform payouts 200,0001,850,000
Total remuneration (the higher of the two)1,850,000
Expenses actually incurred700,00
Expenses allowed (capped at 30% of 1,850,000)555,000
Income to declare555,000

Tax on that income is then worked out at the individual rates for the year, with advance tax and tax already deducted credited against it. You can estimate the withholding side with our withholding tax calculator.

What if your real income is lower than the formula?

The procedure lets you declare a lower actual figure, but you need evidence for it: contracts, invoices and bank statements. The Commissioner may rectify a declaration he considers too low, so keep the paperwork for every deal. Our guide to explaining your source of income shows how this evidence is used if FBR asks questions.

How Do Pakistani Brands Withhold Tax on Sponsorship Payments?

Under section 153(1)(b), prescribed persons must deduct tax when they pay for services. That group includes government bodies, companies, associations of persons and individuals with turnover of Rs 100 million or more. A payment to you for a sponsored post can therefore arrive with tax already deducted.

Which rate applies?

The rate depends on how the service is categorised and on your ATL status. On FBR's Tax Year 2027 rate card, print and electronic media advertising is 1.5% for ATL and 3% for non-ATL, IT and IT-enabled services are 4% and 8%, and other services are 14% and 28%. Press reports place advertising outside print and electronic media in a 7% and 14% group. Whether a sponsored post counts as advertising or as another service is not settled, so read the rate card and ask your adviser which line your contract falls under. An annual threshold of Rs 30,000 per service provider applies, and the deduction is generally a minimum tax.

Example (hypothetical)

A brand agrees a Rs 100,000 fee for a video. The 7% and 14% figures below are used only to show how ATL status changes the outcome.

ATL filerNon-A
DeductionRs 7,000 (7%)Rs 14,000 (14%)
Amount receRs 93,000Rs 86,000

The same deal leaves a non-ATL creator Rs 7,000 worse off. If you are listed as inactive, see how to remove ATL inactive status before the next invoice.

Agencies and certificates

If you are contracted through an advertising agency, payments to the agency attract their own withholding under section 233, at 10% for ATL and 20% for non-ATL on the card. Whoever deducts tax from you should give you a withholding certificate; our guide explains how to get a tax withholding certificate online. If you have set up a company to receive payments, its own obligations are covered under quarterly withholding statements.

What Tax Applies to Sponsorship Payments From Foreign Brands?

Foreign payments are the least settled area. Three questions matter.

Is it an export of services?

Section 154A taxes export proceeds of services at 0.25% for IT and IT-enabled service providers registered with PSEB (the rate runs to Tax Year 2029) and 1% for other exporters. Whether a sponsored post for a foreign brand counts as an export of services, or falls under section 154B instead, has not been clarified. Do not assume the low export rate applies to you. Our guides on PSEB registration and the extended rate and on export income tax rules for service providers set out the position for ordinary service exporters.

How should you receive and record the money?

Receive foreign payments through a bank in Pakistan, and keep the invoice, the contract and the bank's credit advice showing the rupee amount credited. The State Bank of Pakistan publishes the rules on receiving foreign remittances at sbp.org.pk. Declare the rupee value actually credited, on the date it arrived.

What about money left abroad?

Income kept in an overseas account is still your income, and it may need to appear in your wealth statement. See our section 116 wealth statement guide for how assets and income must reconcile.

Creators who live abroad and earn from a Pakistani audience should instead read income tax for overseas Pakistanis and check the SRO 1642 threshold above.

Are Free Products, Trips and PR Packages Taxable?

Generally, yes. The special procedure counts remuneration “in whatsoever form”, so a product you keep, a hotel stay or a sponsored trip given in return for content is income. Nothing is deducted at source because no cash moves, which means you must pay the advance tax yourself.

How should you value it?

We have not seen a detailed valuation rule in the notified text, so confirm the position before filing. Absent a specific rule, a sensible approach is to use the retail price in Pakistan on the date you received the item, and to keep the brand's invoice or email as evidence.

Examples (hypothetical)

  • A brand sends you a camera worth Rs 80,000 and you keep it. Our reading is that Rs 80,000 is remuneration.
  • A hotel gives you a stay worth Rs 60,000 in exchange for a reel. Rs 60,000 is remuneration.
  • A phone sent for a review and then returned is, in our reading, a loan rather than remuneration. Keep the paperwork that shows it went back.

Write the exchange into the contract so that its value is clear on both sides. Barter income also has to fit your wealth statement, which our wealth reconciliation guide explains.

How Are Affiliate Commissions and Platform Payouts Different From Sponsorship Fees?

All three count as remuneration, but tax is collected differently.

IncomeWho paysTax at source
Sponsorship feeThe brand or its agencySection 153 for a Pakistani payer; foreign payments as above
Platform payoutThe platform, through a bankSection 154B: 5% ATL, 10% non-ATL
Affiliate commissionA brand or affiliate networkDepends on the payer and the contract

Platform payouts are covered in detail in our guide to section 154B on YouTube and TikTok income. Note that this earlier guide was published before the September SROs, so rely on this article for the special procedure and the current return deadline.

If you also sell your own products online, a separate set of rules applies; see our guide to e-commerce tax rates in Pakistan.

Which Expenses Can You Claim, and What Is the 30% Cap?

Under SRO 1641, the expenses you can deduct are limited to 30% of total revenue. Costs above that level are not allowed, however genuine they are, as the worked example above shows.

Typical creator costs include:

  • camera, lighting and audio equipment
  • editing software and cloud storage
  • editors, designers and other freelancers
  • travel and location costs for shoots
  • internet and studio rent

We read the cap as covering all of these together, but check the notified text on whether depreciation sits inside or outside it. Pay suppliers through the bank and keep their invoices, because a cost you cannot evidence is a cost you cannot claim. Our guide on how to reduce tax liability in Pakistan covers lawful planning, and the net profit margin calculator helps you see whether the cap is likely to bite.

Should You Earn Sponsorship Income as an Individual or Through a Company?

Most creators start as individuals. As deals grow, some move to a sole proprietorship, a partnership or a company. The right choice depends on your volume, your clients and how much compliance you can carry.

A company has its own tax rate, accounts and annual filings. Whether the special procedure applies to a channel owned by a company is a point to confirm with an adviser, because the procedure is written around creators who receive remuneration for content. Do not change structure only to reduce tax; consider the final versus normal tax regime and the cost of compliance first.

How Do You Register, Pay Advance Tax and File for Sponsorship Income?

Follow these steps in order.

  1. Register for an NTN. Create your account on FBR's IRIS portal. Our IRIS registration guide and the list of documents for NTN registration cover what you need.
  2. Confirm you are on the ATL. This lowers the rate deducted from your payments.
  3. Keep a log of every deal. Record the date, brand, amount, form of payment, tax deducted and the contract.
  4. Pay advance tax each quarter. Generate a PSID and pay online; see how to generate and pay a PSID and how to pay income tax online. Confirm each instalment's due date in SRO 1641.
  5. File your return. Declare the income in the special part and claim credit for tax deducted. See how to file an income tax return and the guide for freelancers.
  6. Reconcile your wealth statement with what you declared.

What is the deadline?

For Tax Year 2026 (1 July 2025 to 30 June 2026), FBR extended the return deadline to 15 October and then to 31 October 2026, under section 214A and FBR Circular No. 04 of 2026-27, as reported by Business Recorder. That is two days from today. If you are still to file, do so now; our filing deadline guide has the details.

Late filing carries penalties and can affect your ATL status. Use the late filing penalty calculator and read how to avoid late filing penalties. A reported increase in the late ATL-inclusion surcharge for individuals, from Rs 1,000 to Rs 25,000, has not been confirmed to us, so check it before relying on it. If you had no income, see how to file a nil return.

What Happens If You Do Not Declare Sponsorship Income?

The main risks are practical ones.

If you filed and then spotted a mistake, compare a revised return with a rectification application and see how to correct mistakes in an FBR return. The benefits of being on the filer list are summarised in benefits of becoming a tax filer.

What Mistakes Do Creators Make, and Which Records Should You Keep?

Common mistakes

  • Treating the platform's 5% or 10% deduction as the end of the matter, when the income still has to be declared.
  • Ignoring free products and trips because no money changed hands.
  • Claiming expenses above the 30% cap.
  • Receiving foreign payments outside the banking system, which leaves no trail.
  • Leaving the ATL status unchecked and paying the higher deduction rate.
  • Missing quarterly advance tax because nothing was deducted at source.
  • Mixing personal and business money in one account.

Businesses that pay creators make their own errors, which are covered in withholding tax compliance mistakes businesses make. For the wider picture, see our tax compliance guide for 2026.

Records checklist

  • signed contract or written offer for every deal
  • invoice and the payer's withholding certificate
  • bank statement showing the amount credited
  • proof of the value of any gift, trip or product
  • supplier invoices for every expense claimed
  • PSID challans for each advance tax payment
  • a simple monthly income log

FAQs

Is sponsorship income taxable in Pakistan?

Yes. FBR's special procedure notified on 23 September 2026 expressly covers sponsorship revenue, in cash or kind.

Do I need an NTN to earn from brand deals?

The procedure sets no threshold for residents, so we advise registering. An NTN also puts you on the ATL, which lowers the tax deducted from you. See NTN registration for freelancers.

How do I declare sponsorship income to FBR?

Pay advance tax quarterly and declare the income in the special part of your annual return on IRIS. See how to file an income tax return.

Do brands deduct withholding tax on sponsorship payments?

Pakistani brands that are prescribed persons may deduct tax under section 153. The rate depends on the service category and your ATL status.

Is foreign sponsorship income taxed in Pakistan?

Yes, if you are a resident. How the bank treats the receipt, under section 154A or 154B, is unsettled, so confirm it with your bank and adviser.

Are free products taxable?

Yes, in our reading. The procedure counts remuneration in any form, so a product you keep is income at its value.

What is the Rs 195 per 1,000 views figure?

It is the formula amount for YouTube views. Your total remuneration is the higher of that figure and what you actually received.

Can I deduct my expenses?

Yes, but only up to 30% of total revenue.

What is the deadline for Tax Year 2026 returns?

31 October 2026, after two extensions.

What if I am not on the ATL?

Tax is deducted at a higher rate. Read how to remove ATL inactive status.

Can a company receive my sponsorship fees?

It can, but check whether the special procedure applies. See sole proprietor versus company.

Conclusion

Sponsorship income is taxable in Pakistan, and since 23 September 2026 FBR has had a dedicated procedure for it. Residents have no threshold, cash and in-kind payments both count, expenses are capped at 30% of revenue, and advance tax is due each quarter. Local brands may also deduct tax under section 153, while foreign payments sit in a grey area that is best confirmed before you rely on any rate. The safest course is to register, check your ATL status, keep a deal-by-deal record and file on time.
