Introduction
Working from home for a company abroad is now an ordinary career path in Pakistan. Salaries arrive in dollars, pounds or euros, often through a platform such as Pioneer or Wise, and no Pakistani employer deducts a rupee of tax. That convenience creates a real question: does the Federal Board of Revenue (FBR) expect you to pay tax on that income, and if so, how?
The honest answer depends on three things: where you physically work, how you are engaged (employee or independent contractor), and how the money reaches you. Many guides blur these together. This guide separates them, so you can see which rules apply to your situation.
You will learn how tax residency works, why salary for work done in Pakistan is treated as Pakistan-source income, which slabs apply for Tax Year 2027, when the 0.25% and 1% export rates can apply, how foreign tax credits work, and how to file on IRIS. Worked examples and a document checklist are included.
Quick Answer: How Are Remote Workers Taxed in Pakistan?
If you live in Pakistan and work remotely for a foreign employer, you are generally a tax resident, and salary for work done in Pakistan counts as Pakistan-source income. It is taxed at individual slab rates and declared on your FBR return, even if paid in USD abroad. Genuine freelance exports may follow a different regime.
Key points
- Residency is decided by days in Pakistan, not by your passport or your employer's location.
- Salary for work performed in Pakistan is Pakistan-source income, wherever it is paid.
- Genuine exports of services by independent contractors can fall under section 154A (0.25% for PSEB-registered IT exporters, 1% for other exported services).
- Tax paid abroad may be relieved through section 102, section 103 or a tax treaty, depending on the facts.
- You still need an NTN and an annual return, because no Pakistani employer is withholding on your behalf.
What Is "Remote Worker Tax" in Pakistan?
Pakistani law has no separate "remote worker tax". Your income is taxed according to its character: salary, business income from exports of services, or something else. Which one applies depends on your contract and your facts, not on the fact that you work from home.
Three situations are often mixed up.
| Situation | Typical label | Main tax question |
|---|---|---|
| You are employed by a foreign company and work from Pakistan | Remote employee | Is salary taxed on the individual slabs, and who declares it? |
| You invoice foreign clients as an independent contractor | Freelancer or exporter | Does section 154A apply, and at which rate? |
| Money arrives from relatives or from your own foreign account | Remittance | Is it income at all, or only a transfer? |
The rest of this guide takes each in turn. For freelancer-specific rules, see Baco's guides on income tax return for freelancers and export income tax under section 154A. This article focuses on remote employees and the questions that cut across all three groups.
Who Is a Tax Resident in Pakistan?
Your residency status for the tax year decides what Pakistan can tax. A resident is chargeable on Pakistan-source and foreign-source income. A non-resident is chargeable on Pakistan-source income only.
Under section 82 of the Income Tax Ordinance, an individual is resident for a tax year if any one of the following applies:
- The 183-day test. You are present in Pakistan for 183 days or more in the tax year (1 July to 30 June). The days need not be consecutive.
- The 120-day and 365-day test. You are present for 120 days or more in the tax year, and you were in Pakistan for 365 days or more in aggregate across the four preceding years.
- Government posting. You are a federal or provincial government employee posted abroad in the tax year.
If you sit at a desk in Lahore, Karachi or Islamabad for most of the year, you will pass the first test comfortably. Treat residency as a fact you can prove: keep passport stamps, flight bookings and a simple day log.
What if you travel a lot?
Digital nomads and frequent travelers should count days for each tax year separately. A part of a day counts under the Income Tax Rules, 2002, according to professional commentary, so count arrival and departure days carefully rather than estimating. Baco's guide on becoming a non-resident taxpayer walks through the day-count and IRIS status steps.
What changes if you are a non-resident?
A non-resident is taxed only on Pakistan-source income. Salary for work you perform outside Pakistan is generally foreign-source, so it falls outside Pakistani tax for a non-resident. If you split your year between Pakistan and abroad, the days you work in Pakistan can still create Pakistan-source salary, as the next section explains. For the broader picture, read tax rules for overseas Pakistanis and the guide to income tax returns for overseas Pakistanis.
Is Salary From a Foreign Employer Pakistan-Source or Foreign-Source Income?
For most remote employees living in Pakistan, it is Pakistan-source income. Section 101(1) treats salary as Pakistan-source to the extent it is received from employment exercised in Pakistan, wherever it is paid. Where your employer is based and which currency or bank account receives the money does not change that rule.
This is the single most important point in remote work taxation, and it is where many online guides go wrong. They describe foreign salary as exempt because "you already paid tax abroad". That exemption belongs to a different situation.
When does the section 102 exemption apply?
Section 102 exempts foreign-source salary received by a resident individual, if the individual has paid foreign income tax on it. Foreign tax counts as paid where the employer withheld it and paid it to the revenue authority of the country where the employment was exercised.
That fits a Pakistani resident who is posted or working physically abroad and taxed there. It does not fit a developer in Rawalpindi whose US employer pays gross salary and deducts nothing, because the work is done in Pakistan and no foreign tax has been paid on it.
What about a month abroad?
If you work from abroad for part of the year, the portion of salary earned from employment exercised abroad is foreign-source, and the portion earned while working in Pakistan is Pakistan-source. Keep a work-location log. Without it, you cannot show FBR where the work was performed.
Other foreign-income exemptions
The Ordinance contains narrow exemptions, for example for returning expatriates under section 51 and for certain short-term residents under section 50. They depend on specific conditions, such as prior non-residence or temporary residence caused solely by employment. They are not general remote-work exemptions.
How Is a Remote Employee's Salary Taxed for Tax Year 2027?
Salary is taxed on the individual slabs. If your salary is the bulk of your taxable income (the law uses a 75% test, as Baco explains in its salaried slabs guide), the salaried slabs apply. Otherwise a different table applies to non-salaried individuals.
The Finance Act 2026 restructured the salaried slabs from six to eight from 1 July 2026, as Business Recorder reported. The table below shows the TY2027 rates in rupees.
| Annual taxable income (Rs) | Tax |
|---|---|
| Up to 600,000 | Nil |
| 600,001 – 1,200,000 | 1% of the amount above 600,000 |
| 1,200,001 – 2,200,000 | 6,000 + 11% of the amount above 1,200,000 |
| 2,200,001 – 3,200,000 | 116,000 + 20% of the amount above 2,200,000 |
| 3,200,001 – 4,100,000 | 316,000 + 25% of the amount above 3,200,000 |
| 4,100,001 – 5,600,000 | 541,000 + 29% of the amount above 4,100,000 |
| 5,600,001 – 7,000,000 | 976,000 + 32% of the amount above 5,600,000 |
| Above 7,000,000 | 1,424,000 + 35% of the amount above 7,000,000 |
Coverage of the Finance Act 2026 also reports that the 9% surcharge on salaried individuals above Rs 10 million was abolished. Returns for Tax Year 2026, which are being filed now, are computed under the rates in force for that year, not this table. Check the FBR tax calculator guide or Baco's salary tax calculator for the year you are filing.
Who deducts the tax?
Normally, a Pakistani employer deducts salary tax every month. A foreign employer with no Pakistani presence has no such obligation, so the liability to compute, pay and declare the tax falls on you through your annual return. In practice, that usually means paying tax with the return, or making payments in advance via PSID. See how to pay income tax online and the FBR PSID payment guide.
How Much Tax Does a Remote Worker Pay? Worked Examples
The figures below are illustrations, not quotations. They assume salary is the only income, that the full amount is taxable salary with no deductions or credits, and an illustrative exchange rate of Rs 280 per US dollar. That rate is an assumption for arithmetic, not a current market rate. Use your actual converted amounts when you file.
| Monthly salary | Annual (Rs) | Tax on TY2027 salaried slabs (Rs) | Effective rate |
|---|---|---|---|
| USD 1,000 | 3,360,000 | 356,000 | about 10.6% |
| USD 2,000 | 6,720,000 | 1,334,400 | about 19.9% |
| USD 3,000 | 10,080,000 | 2,502,000 | about 24.8% |
How the USD 2,000 line works. Annual salary is Rs 6,720,000. That falls in the Rs 5.6–7 million band: Rs 976,000 plus 32% of the Rs 1,120,000 above Rs 5,600,000 (Rs 358,400), giving Rs 1,334,400.
These effective rates are far above the 0.25% or 1% rates discussed in the next section. That gap is exactly why classification matters, and why it is tempting to pick the lower regime. You cannot choose a regime. The facts of your engagement decide it.
Remote Employee or Freelancer: Which Tax Regime Applies?
A remote employee earns salary under an employment relationship. A freelancer or exporter provides services to a foreign client as an independent business. The tax treatment differs sharply.
What does section 154A cover?
Section 154A deals with the export of services. As reported for the Finance Act 2026 and explained in Baco's section 154A guide, the authorized dealer (bank) deducts tax when export proceeds are realised:
- 0.25% for exports of computer software, IT services and IT-enabled services by persons registered with the Pakistan Software Export Board (PSEB), subject to conditions. The concession was extended to tax year 2029. See Baco's article on PSEB registration and the extended rate.
- 1% for other exported services.
Confirm current rates against FBR's withholding rate card before you rely on them. Baco's withholding tax rate chart is a useful companion.
Can a remote employee claim the export rate?
This is a contested area, so treat the following as interpretation, not settled law. Section 154A is designed for a person who exports services. An employee working under an employment contract is paid salary, and salary is taxed under section 101 and the slabs.
Pakistan's IT industry body P@SHA raised this exact issue in its FY2026-27 budget proposals. It argued that some full-time workers of foreign companies register as freelancers to obtain the 0.25% rate, and it asked for changes. We found no reporting that a remote-employee-specific rule was enacted in the Finance Act 2026, but the dispute shows that the FBR could challenge a mismatch between the paperwork and the reality.
Factors that tend to point to employment rather than independent contracting include:
- A fixed monthly salary and a single foreign employer
- The employer controlling your hours, tools and methods
- Benefits such as paid leave or equipment
- Exclusive, open-ended work
Factors that tend to point to genuine contracting include multiple clients, your own invoices, your own tools and a defined deliverable. A contract with an Employer of Record (EOR) or a platform such as Deal or Remote needs a careful read, because the label on the contract does not by itself settle the tax position. Get your contract reviewed by a tax adviser before you choose how to file. See also Baco's freelancer tax consultant guidance and the primer on final versus normal tax regime.
What if I work for a Pakistani client?
Section 154A does not apply to income from Pakistani clients. That income follows ordinary business or salary rules and withholding provisions.
Is Money From Abroad Taxable? Salary vs Remittance vs Pioneer and Wise
A payment channel does not decide tax. Pioneer, Wise, Upwork and a direct bank wire are ways of moving money. Your tax depends on what the money represents.
- Salary for work done in Pakistan: taxable salary, as above.
- Export proceeds from independent services: potentially section 154A.
- A genuine family remittance or transfer from your own savings: not income in itself, but it must be explainable.
What does section 111(4) actually do?
Section 111 lets FBR treat unexplained income and assets as taxable. Sub-section (4) provides that FBR cannot question the source of foreign exchange remitted through normal banking channels up to Rs 5 million in a tax year, if it is encashed into rupees by a scheduled bank and the bank certifies it, as Express Tribune reported in May 2026.
Two cautions. First, this is a shield against "unexplained income" treatment, not an exemption for taxable salary. Salary that should have been declared does not become tax-free because it arrived as a remittance. Second, the government was reviewing a higher threshold in May 2026. We could not confirm any change in the final Finance Act 2026, so check the current text on FBR's website before relying on the figure.
Receipts through informal channels, such as hundi or hawala, do not enjoy this protection. If FBR asks about a large credit, you will need to show the source, so read Baco's guide on explaining source of income under section 111.
How Can Remote Workers Avoid Double Taxation Legally?
Double taxation arises when two countries tax the same income. Pakistan offers three routes: the foreign salary exemption, the foreign tax credit, and tax treaties.
Foreign salary exemption (section 102)
Covered above. It applies to foreign-source salary where foreign income tax has been paid. It does not cover salary for work done in Pakistan.
Foreign tax credit (section 103)
Where a resident taxpayer has foreign-source income that is taxable in Pakistan and has paid foreign income tax on it, section 103 allows a credit equal to the lesser of the foreign tax paid and the Pakistan tax payable on that income. The credit is claimed by an application filed with the return under Rule 16 of the Income Tax Rules, 2002. The foreign tax must be paid within two years after the end of the tax year in which the income was derived.
Illustration (hypothetical): Suppose Rs 1,000,000 of foreign-source, taxable income carries Pakistan tax of Rs 200,000. If you paid Rs 150,000 abroad, the credit is Rs 150,000. If you paid Rs 300,000 abroad, the credit is capped at Rs 200,000.
Tax treaties (section 107)
Pakistan has signed double taxation agreements (DTAs) with many countries, and section 107 gives treaty provisions effect over the Ordinance. FBR publishes the treaty texts through its international taxes wing. If a foreign country withholds tax from a remote worker's pay, the treaty with that country, the source rules of both states and your residency in each all matter. This is specialist work, so get advice before claiming relief. Read Baco's guide on tax rules for overseas Pakistanis for related treaty background.
What Must a Remote Worker Declare and Register?
Do I need an NTN?
Yes, if you need to file a return, and a resident earning taxable income should expect to. An NTN is the National Tax Number issued by FBR. Baco's NTN registration for salaried individuals service and the step-by-step NTN guide cover registration. The documents required for NTN registration are listed separately, and you can verify an NTN online afterwards.
What is the wealth statement?
Filers must reconcile assets, liabilities and income. Foreign bank balances held by a resident belong in this reconciliation, so a foreign account holding your salary is not invisible. Baco's wealth statement guide explains the reconciliation.
What is the foreign income and assets statement (section 116A)?
Under section 116A, a resident individual with foreign income of at least USD 10,000, or foreign assets worth at least USD 100,000, must furnish a foreign income and assets statement. Whether salary for work done in Pakistan counts as "foreign income" depends on the source analysis above, but a large balance in a foreign account can still count as a foreign asset. Ask an adviser if you are near either threshold.
Why does Active Taxpayer List status matter?
Filing keeps you on the Active Taxpayer List (ATL), which affects withholding rates on banking, property and vehicle transactions. See how to check ATL status, what to do if you are marked inactive and the benefits of becoming a tax filer.
When Is the Remote Worker Tax Return Due?
The normal due date for individuals is 30 September following the tax year. For Tax Year 2026, FBR first extended the date to 15 October 2026 and then to 31 October 2026, as ProPakistani reported.
Today is 31 October 2026, so that reported deadline is today. We found no report of a further extension, but FBR has changed dates at short notice in past years. Check IRIS and FBR's website before relying on this. If you have not filed, file now rather than waiting for another announcement.
For Tax Year 2027 (income from 1 July 2026), the normal 30 September 2027 due date applies unless FBR notifies otherwise. Baco keeps a running guide to the Pakistan tax filing deadline.
How to File a Tax Return as a Remote Worker: Step by Step
- Confirm your residency. Count days for the correct tax year.
- Classify your income. Decide, with evidence, whether it is salary, export income or both.
- Register for an NTN and IRIS access. Follow the FBR IRIS registration guide. If you have lost access, see how to recover a forgotten IRIS password.
- Convert foreign currency consistently. Use one documented method for exchange rates across the year.
- Complete the return on IRIS under the correct head of income, and claim any tax credit or Rule 16 application where relevant. Baco's overview of how to file an income tax return in Pakistan shows the portal flow.
- Complete the wealth statement and any section 116A statement.
- Pay any balance through a PSID challan.
- Submit, then save the acknowledgement and a copy of the return.
If the portal misbehaves, see the guides on IRIS 2.0 login and filing errors and return-form bugs and fixes.
What Documents Should a Remote Worker Keep?
Keep these for at least as long as FBR can reopen your return. Professional advice can confirm the exact period for your case.
- Employment contract or contractor agreement, and any EOR agreement
- Payslips, invoices and salary statements
- Bank statements and certificates for every account that received pay
- Payoneer, Wise or platform payout reports
- Proof of foreign tax paid, if any, and the foreign tax return or assessment
- A day-count log of days in Pakistan, and where you worked if you travel
- Exchange-rate working papers
- Your NTN certificate, filed returns and acknowledgements
Baco's guide to salary tax certificates and employer NTN requirements explains why employer-side documents matter, and how to get a tax withholding certificate online when tax has been deducted.
What Happens If a Remote Worker Does Not File or Declare Income?
The risks are practical as well as legal.
- FBR notices and assessments. FBR increasingly cross-checks banking data. A foreign credit with no matching declaration invites questions. Read common reasons for FBR notices and the notice response guide.
- Penalties and default surcharge. Late filing and under-declaration carry penalties under the Ordinance. Estimate exposure with Baco's late filing penalty calculator and read how to avoid late filing penalties.
- Non-filer consequences. Being outside the ATL brings higher withholding and restrictions, covered in Section 114C non-filer restrictions and late filer vs non-filer vs active filer.
- Unexplained income exposure. Section 111 allows treatment of unexplained credits as income, and time limits are relaxed for concealed foreign income and assets.
If you have already filed incorrectly, you can often fix it. See how to correct mistakes in an FBR income tax return and the comparison of a revised return versus a rectification application.
What Are the Most Common Remote Worker Tax Mistakes?
- Assuming foreign salary is automatically tax-free. The section 102 exemption needs foreign-source salary and foreign tax paid.
- Filing as a freelancer to obtain 0.25% when the arrangement is really employment.
- Leaving salary in a foreign account and not declaring it. Residency, not account location, drives the charge.
- Treating a remittance as a way to bring income home tax-free.
- Skipping the day count and later being unable to prove residency or non-residency.
- Mixing tax years on IRIS. Tax Year 2026 covers July 2025 to June 2026.
- Ignoring the wealth statement and mismatching it with bank records.
- Choosing the wrong slab table because salary is not 75% of total income.
Baco's list of common tax mistakes freelancers make overlaps with several of these.
What Are the Latest Rules and Developments for 2026-27?
- Finance Act 2026, effective 1 July 2026. Restructured salaried slabs and the end of the 9% surcharge on salaried individuals, as covered in Baco's top 10 tax changes in Budget 2026-27.
- 0.25% IT export rate extended to tax year 2029, for PSEB-registered exporters, subject to conditions.
- Remote-worker classification debate. P@SHA asked for tighter rules; we found no reporting of an enacted employee-specific change.
- Section 111(4) review. The government considered raising the Rs 5 million remittance threshold in May 2026; we could not confirm the outcome.
- Section 7E removed from the Ordinance, covered in section 7E abolished for tax year 2026-27. It matters if you also own property.
- IRIS 2.0 transition, with filing glitches reported this season.

Frequently Asked Questions
Is foreign salary taxable in Pakistan?
Yes, for residents, if it is Pakistan-source (work done in Pakistan) or foreign-source without foreign tax paid. Foreign-source salary is exempt under section 102 only where foreign income tax has been paid.
Do remote workers need an NTN?
You need an NTN to file a return, and a resident with taxable income should file. Register through IRIS or a consultant.
Is salary from a foreign employer foreign-source income?
Not if you perform the work in Pakistan. Section 101(1) treats salary from employment exercised in Pakistan as Pakistan-source, wherever it is paid.
How much tax does a remote worker pay?
A remote employee pays tax on the individual slabs, up to 35% on the top band for Tax Year 2027. A genuine IT exporter may pay 0.25% or 1% under section 154A.
Can remote workers claim a foreign tax credit?
Yes, under section 103, for foreign-source income taxable in Pakistan on which foreign tax was paid. The credit is the lesser of the foreign tax and Pakistan tax on that income.
Is a Pioneer or Wise payment taxable?
The platform does not decide it. The nature of the payment does: salary, export proceeds or a remittance.
Is a remittance exempt from tax?
Section 111(4) stops FBR questioning remittances through banking channels up to Rs 5 million a year, subject to conditions. It does not exempt taxable salary.
Can I use the 0.25% rate as a remote employee?
Section 154A applies to exports of services, not salary. Employees should not assume it applies, and should take advice on their facts.
What is the deadline for the Tax Year 2026 return?
The latest reported date is 31 October 2026. Check FBR and IRIS for any later notice.
What if I did not file?
File as soon as possible and consider a revised return where needed. Penalties and ATL consequences grow with delay.
Conclusion: What Should a Remote Worker Do Next?
Remote work does not take your income outside the tax system. If you live in Pakistan, you are usually a resident, and salary for work done here is Pakistan-source income taxed on the slabs. A genuine independent exporter may qualify for the 0.25% or 1% section 154A rates. Foreign tax can be relieved through section 102, section 103 or a treaty, but only where the conditions fit.
Start with residency, classify your income honestly, keep your records, and file on time. If your arrangement is unusual, such as an EOR contract, split-year travel or foreign tax withholding, take advice before filing, not after a notice arrives.
Baco Consultants can handle your NTN, return and wealth statement. Review the annual income tax filing service for salaried individuals, or if you invoice clients as a contractor, the annual filing service for sole proprietors. Contact Baco Consultants to have your remote income reviewed.
